Giai đoạn 2020-2021, nước ta chịu ảnh hưởng nặng nề của đại dịch Covid-19, Chính phủ đã ban hành gói chính sách giảm thuế GTGT theo Nghị quyết 43/2022/QH15 để phục hồi lại nền kinh tế. Trong quá trình thực hiện gói chính sách giảm thuế này của Chính phủ, ngoài mục tiêu phục hồi nền kinh tế toàn đất nước sau đại dịch, còn góp phần hỗ trợ người dân tiêu dùng và doanh nghiệp khắc phục hậu quả của đại dịch để lại. Bên cạnh những kết quả đạt được theo mục tiêu Chính phủ đề ra, cũng như lợi ích mà người dân và doanh nghiệp nhận được thì vẫn còn không ít những khó khăn trong quá trình thực hiện gói chính sách này. Trên cơ sở nghiên cứu sử dụng các phương pháp so sánh, phân tích số liệu để đánh giá những ưu điểm cũng như những hạn chế của gói chính sách giảm thuế GTGT tới người tiêu dùng, doanh nghiệp, Chính phủ. Từ đó, nhóm tác giả đưa ra những bài học kinh nghiệm có thể là tài liệu tham khảo cho các gói giải pháp khác trong tương lai.Từ khóa: Thuế GTGT, Nghị quyết 43, Phục hồi phát triển kinh tế, Đại dịch Covid-19
Abstract
In the period of 2020-2021, our country heavily been affected by the Covid-19 pandemic, the so Government of Viet Nam has issued a policy package to reduce VAT according to Resolution 43/2022/QH15 in order to restore the economy. In the process of implementing this package of tax reduction policies, the Government not only aims to recover the whole country's economy after the pandemic, but also contributes to supporting consumers and businesses to overcome the consequences of the Covid-19 pandemic. Although there are many benefits that people and businesses receive from this policy package, there are also many difficulties in the process of implementing it. On the basis of research, using comparative methods and analyzing data, evaluate the advantages and limitations of the VAT reduction policy package for consumers, businesses and the Government. From there, the authors they give lessons learned that can be a reference for the authorities to remove limitations for future solution packages.
