Nghiên cứu đề xuất giải pháp giảm thiểu vấn đề về môi trường trong khai thác và chế biến khoáng sản ở Phú Yên

Khai thác và chế biến khoáng sản ở Phú Yên tạo ra một lượng lớn chất thải, thường được tập trung thành bãi thải. Bãi thải ở khu khai thác gồm đất đá phủ, đá kẹp và một phần quặng không đạt yêu cầu công nghiệp tại thời điểm khai thác. Ngoài chất thải rắn, bụi và nước thải trong khai thác, chế biến khoáng sản là nguồn gây ô nhiễm môi trường nghiêm trọng. Mức độ gây ô nhiễm trong khai thác và chế biến khoáng sản có thể khác nhau, tùy thuộc loại khoáng sản được khai thác, phương pháp khai thác, công suất khai thác và trách nhiệm của doanh nghiệp khai thác mỏ. Nguồn gây tác động và đối tượng chịu tác động trong quá trình khai thác mỏ cần được xem xét đánh giá theo từng giai đoạn: giai đoạn xây dựng mỏ, giai đoạn vận hành và giai đoạn đóng cửa mỏ. Các tác động chính của quá trình khai thác mỏ đến môi trường, đó là làm mất lớp phủ thực vật, thay đổi bề mặt địa hình tự nhiên, chiếm dụng diện tích đất đai, làm thay đổi mạng lưới thủy văn, gây ô nhiễm nguồn nước mặt và nước ngầm, làm thay đổi mực nước ngầm, gây ô nhiễm không khí, làm suy giảm đa dạng sinh học trong khu vực khai thác mỏ.
Do thời gian hoạt động của dự án khai thác mỏ thường khá dài, nên lượng chất thải là khá lớn và tác động đến môi trường khá phức tạp, ảnh hưởng đến tất cả các thành phần của môi trường. Mặt khác, công nghệ khai thác, chế biến khoáng sản còn lạc hậu, manh mún, càng làm tăng nguy cơ ô nhiễm môi trường. Từ thực tiễn khai thác khoáng sản và kinh nghiệm thực tế, tác giả cho rằng để đáp ứng yêu cầu phát triển bền vững của ngành khai khoáng thì những vấn đề môi trường liên quan đến khai thác, chế biến khoáng sản phải được giải quyết toàn diện, đồng bộ.

ABSTRACT
Mineral exploitation and processing in Phu Yen generate a significant amount of waste, often concentrated in waste dumps. Waste dumps in mining areas consist of overburden, interburden, and some ore that does not meet industrial requirements at the time of extraction. In addition to solid waste, dust and wastewater from mining and mineral processing are major sources of environmental pollution. The level of pollution in mining and mineral processing can vary depending on the type of mineral being extracted, the mining method, the mining capacity, and the responsibility of the mining company. The sources of impact and the affected objects in the mining process need to be assessed at each stage: mine construction, operation, and closure. The main impacts of the mining process on the environment include loss of vegetation cover, alteration of natural terrain, land use, alteration of the hydrological network, pollution of surface and groundwater, changes in groundwater levels, air pollution, and biodiversity decline in the mining area.
Due to the relatively long operation time of mining projects, the amount of waste is quite large and the impact on the environment is complex, affecting all environmental components. Moreover, outdated and fragmented mining and mineral processing technologies further increase the risk of environmental pollution. Based on mining practices and real-world experience, the author believes that to meet the sustainable development requirements of the mining industry, environmental issues related to mineral exploitation and processing must be comprehensively and harmoniously.
